The Chief Financial Officer (CFO) for the City of Chesapeake, Virginia, is a pivotal leadership position responsible for leading the City’s Finance Department and providing financial advice to the City Manager, Deputy City Manager, and City Council. The CFO will join a talented and experienced finance staff in a City that has earned AAA bond rating from all three major credit rating agencies. This position is open because the CFO is retiring after 25 years with the City.
Reporting directly to the Deputy City Manager for Internal Services, the CFO leads a department of 30 full-time employees and oversees the development and implementation of the department’s total annual budget of $14.2 Million, with a primary focus on financial strategy and planning in alignment with the City's objectives. Supervision and leadership are core aspects of this role, encompassing staffing standards, training, and performance evaluation within the Finance Department. The department includes the following divisions: Financial Reporting, Debt Management, Risk Management, Accounts Payable, and Payroll.
The CFO serves as a member of the City Manager’s Strategy and Governance Team. This committee meets with the City Manager and advises the City Manager on organization-wide issues and strategies. This role is for a strategic leader who can put on an organization-wide hat and be a key partner in achieving the City’s strategic outcomes.
Additionally, the CFO plays a critical role in policy development, ensuring accurate and efficient financial processes by establishing goals, objectives, policies, and procedures in consultation with elected or appointed officials, senior management, department heads, and department staff, as well as other key stakeholders. Monitoring industry trends, methodologies, and technology, as well as advising on financial matters, further underscores the CFO's multifaceted responsibilities.
This position also involves representing the City on boards or committees, collaborating with internal and external stakeholders, and presenting financial insights to elected or appointed officials, thereby contributing significantly to the City's financial stability and growth. Through proactive administrative oversight and strategic decision-making, the CFO reinforces the City of Chesapeake's commitment to financial excellence and sustainable fiscal practices.
The City utilizes PeopleSoft for its financial system and Munis (Tyler) for its payroll and Human Resources information system.
